Sam Shoge Announces Campaign for Kent County Commissioner

“Forward With Purpose” campaign calls for coordinated growth, generational investment, and long-term stability

Sam Shoge, a lifelong Kent County resident, community development consultant, and father of two, today announced his candidacy for Kent County Commissioner, launching a campaign focused on long-term stability, responsible growth, and a clear economic vision for Kent County’s future.

Shoge, who lives in Chestertown with his wife and young daughters, said his decision to run is rooted in both personal experience and careful study of long-term trends.

“My daughters are now attending the same elementary school I attended more than thirty years ago,” Shoge said. “I’m proud of our history. But I never imagined raising children in buildings that look largely the same as they did decades ago. Our kids deserve modern facilities. Our families deserve a county that continues to invest in itself.”

Shoge points to broader demographic and economic patterns that he believes require bold and intentional leadership. Kent County’s workforce has declined significantly since the early 2000s. The county’s population is both aging and declining. The tax base has grown only modestly over the past 15 years, placing increasing pressure on schools, infrastructure, and essential services.

“These trends don’t mean Kent County is broken,” he said. “They mean we have to be thoughtful about protecting what makes this place special. Many people love Kent County exactly as it is — and I understand that. But maintaining the quality of life we value requires planning and investment. Stability doesn’t happen by accident. It has to be sustained.”

Shoge’s campaign slogan — Forward With Purpose — reflects what he describes as a shift from incremental decision-making to long-term strategic alignment.

“Forward With Purpose means setting measurable economic goals, aligning county and municipal leadership around a shared strategy, and being clear about where we will focus growth — and where we won’t,” he said. “It means studying the data carefully, identifying leverage points, and executing with discipline.”

Shoge also emphasized the need for a clearer and more accessible vision from county government.

“Government should do more than process budgets and hold meetings,” he said. “Residents deserve to understand where we’re headed and how today’s decisions fit into a larger plan. When people can see the direction of travel, they gain confidence — and confidence helps families stay, businesses invest, and institutions remain strong.”

As a community development consultant, Shoge says he approaches public service the same way he approaches his professional work: grounded in data, guided by long-term planning, and executed with urgency when needed.

“I believe in careful analysis,” he said. “But I also believe in acting decisively once the path is clear. Kent County should not assume that demographic decline is inevitable or that slow erosion is unavoidable. With thoughtful strategy and coordinated leadership, we can preserve what we love while ensuring it remains sustainable for the next generation.”

If elected, Shoge said one of his first priorities would be bringing together county and municipal leaders to develop a shared economic framework focused on infrastructure readiness, responsible growth, and long-term fiscal stability.

“I’m raising my family here,” Shoge said. “I want my daughters — and every child growing up in Kent County — to have the option to build their lives here. That requires leadership that looks forward, plans carefully, and moves forward with purpose.”
