Meet Sam Shoge
Sam Shoge is a lifelong Kent County resident, small business owner, and former elected official who is running for County Commissioner to help guide the next chapter of the community he calls home.
Like many who live here, Sam believes Kent County is a special place to live, work, and raise a family. It’s safe, close-knit, and defined by a strong sense of community.
At the same time, a number of long-term trends are moving in the wrong direction.
Kent County has experienced a gradual loss of population, declining student enrollment, a stagnant tax base, a quiet increase in poverty, and rising costs for residents and local government alike.
These aren’t challenges that affect everyone day to day. But over time, they shape what this community looks like—impacting our schools, our workforce, our local businesses, and the opportunities available to the next generation.
Over the past several years, Sam has seen how much effort it takes to respond to these pressures. From the herculean effort required to fund a new middle school, to rallying support to keep the hospital open, to watching changes in the local business landscape, one thing has become clear:
The future of Kent County won’t happen by chance.
The next few years will shape what this community looks like for decades.
Meeting that moment will require more than reacting to challenges as they arise. It will require a more intentional, coordinated, and forward-looking approach to how the county plans, invests, and grows.
Sam has spent his career doing exactly that—bringing people together, building clear strategies, and helping communities move from ideas to action.
He believes Kent County has everything it needs to succeed. But if we want to preserve what makes this place special, we have to be deliberate about what comes next.
That belief is what led Sam to run for County Commissioner.

Sam Shoge was raised in Chestertown and has spent his life deeply connected to Kent County.
He attended Kent County Public Schools from Pre-K through high school—starting at Garnett Elementary, continuing through Chestertown Middle School, and graduating from Kent County High School. After earning his degree from Elon University in North Carolina, Sam returned home to begin his career—and made the decision to build his life here.
He and his wife, a Kent County Public Schools teacher, are now raising their two young children in the same community that raised him.
Like many families, they chose Kent County because it is safe, close-knit, and a great place to grow up.
That connection—and that choice—are what drive Sam’s commitment to ensuring Kent County remains a place where the next generation can live, work, and build a future.

It took people who were willing to invest in the future—who made decisions not just for the moment, but for what this community could become over time.
Sam believes we are at a moment that will define what Kent County looks like for decades.
Kent County remains a place people care deeply about. But maintaining that quality of life requires much more than appreciation—it requires intention, planning, and follow-through.
Right now, many of the trends shaping the county’s future are moving in the wrong direction. Over time, Kent County has seen a gradual decline in population, fewer students in its schools, a shrinking workforce, and limited new housing development.
These aren’t issues most people feel day to day. But they matter.
Because over time, they shape whether young families can stay, whether businesses can grow, and whether the next generation will have the same opportunities that many residents value today.
Standing still isn’t a strategy.
If Kent County wants to remain a place where people can build a life—not just enjoy one—it has to be intentional about what comes next.
Sam is running to bring that focus.
He believes the county needs leadership that is willing to look ahead, bring people together, and take a more proactive approach to shaping its future.
Not just reacting to challenges—but planning for what comes next and following through.

Sam brings the kind of experience Kent County needs right now—public service, economic development expertise, and real-world business leadership.
He has already served as an elected official in this community. As a member of the Chestertown Town Council, Sam gained firsthand experience working with residents, navigating complex issues, and making decisions that directly impact the community. His service on the Council—followed by a reappointment—reflects both his commitment to public service and the trust placed in him to lead.
Throughout his career, Sam has focused on one thing: helping communities move from ideas to action.
During the COVID-19 pandemic, as Executive Director of the Kent County Chamber of Commerce, Sam led the business community through one of the most uncertain periods in recent history. He organized weekly calls connecting 60–80 local businesses with public health leaders and state officials—ensuring the community had access to timely information, resources, and support when it mattered most.
That experience reinforced a core belief: when people are brought together with a clear purpose, communities can respond, adapt, and move forward.
Professionally, Sam has worked at the intersection of economic development, workforce strategy, and real estate.
As a county economic development professional and now as founder of Rivers & Roads Consulting, he has helped communities across the region:
Develop workforce and economic strategies
Plan for housing and growth
Advance real estate and redevelopment projects
His work has helped move major projects forward, including one of Easton’s largest mixed-use developments, and has supported communities in strengthening their local economies.
In addition to his public and professional work, Sam has started three successful businesses—giving him firsthand experience with how government decisions impact small businesses, job creation, and investment.
He has also served on numerous local boards and commissions, including the Chestertown Planning Commission, Kent County Renewable Energy Task Force, Kent County Land Use Ordinance Update Task Force, Shore Regional Health, Chesapeake College Foundation, and Sandy’s Garden.
Together, these experiences have shaped Sam’s approach to leadership: bring people together, build a clear plan, and follow through.

Without a clear effort to bring people together, it’s easy for everyone to operate in silos.
Sam has spent his career doing the opposite.
He believes effective leadership starts by bringing the right people to the table, creating space for honest conversation, and building alignment around a clear direction.
That’s exactly what he did during the COVID-19 pandemic—creating a consistent forum where businesses, public health officials, and state leaders could come together, share information, and coordinate in real time.
And it’s the same approach he has taken in his professional work—helping communities align stakeholders, develop practical strategies, and move from planning to execution.
